Code of Conduct & Guidelines

ECA Code of conduct

The ECA members have extensive expertise that is founded upon decades of experience. Based on our integrity and professionalism in managing our business, the casino industry in Europe has progressed over the years in a gradual and responsible manner to adapt to a changing society, in particular in terms of the economy, regulatory landscape and, of course, technology. In this respect, our business has evolved from the simple provision of traditional casino table games to a far broader casino concept, which includes table games (including poker), slot machines, food & beverage, entertainment, hotels and much more.

The distribution channels for our services have also changed over time. From a single land-based source, distribution in some countries has now been extended to the Internet as well as to other multiple technology-based channels. Despite these changes, the ECA members remain committed to the core values associated with the ECA’s identity: representing the interests of Europe’s licenced, land-based casino industry and its portfolio of offline and online gambling and other recreation and leisure services.

Our Code of Conduct serves as a constant reminder of the key requirements set out by the ECA, which its members are required to uphold as a condition of membership.

The Code governs the conduct of all ECA members and seeks to ensure that they champion the ECA’s fundamental values of integrity, professionalism, social responsibility and ambition by observing the principles explained in the ECA Code of Conduct.

ECA Guideline on Reselling Casino Equipment to Licensed Operators Only

This guideline is issued under Article 3 of the ECA Articles of Association and is recognised as being of special importance to the ECA's objectives, values and interests.

The ECA guideline of 20 January 2026 states:
'To prevent illegal use, the ECA urges its members to exclusively sell or transfer used gaming equipment and/or software — particularly gaming tables, slot machines, software, hardware, and any other gaming-related equipment — to licensed operators or suppliers.' ECA members should take all reasonable measures to ensure that such equipment is not used in connection with illegal gambling activities, whether land-based or online.

Member Declaration
All ECA members are urged to formally adopt and sign a declaration committing to these guidelines. The declaration template is available to all current and future ECA members, who are expected to comply with these standards as part of their membership obligations.

This guideline demonstrates the ECA’s proactive approach to combating illegal gambling and protecting the integrity of Europe’s regulated casino industry. By preventing the diversion of equipment to unlicensed operators, ECA members collectively strengthen consumer protection, maintain regulatory compliance and uphold the reputation of the land-based casino sector.
