ECA Industry Forum 2025 Showcases Innovation and Addresses Regulatory Challenges in European Casino Sector
The European Casino Association (ECA) successfully concluded its highly anticipated 2025 Casino Industry Forum, bringing together approximately 100 senior executives and industry leaders from across the continent at Genting Resort World Birmingham from 1-2 September. Under the theme "Innovation Horizons: Shaping the Future of European Casino Gaming," the two-day event delivered a comprehensive programme of keynotes, panels, and networking opportunities focused on navigating the complex challenges and opportunities facing the European casino landscape.
Next-Generation Consumer Engagement
A highlight of the forum was the keynote address from Joeri van den Bergh, Co-founder and Non-Executive Partner at Human8, who delivered compelling insights into the leisure preferences and expectations of Generation Z. His presentation, titled "Are You OK, Zoomers?" examined how younger audiences are fundamentally reshaping entertainment consumption patterns.
"Today's 20-25 year-olds prioritise social, event-driven experiences over traditional gambling formats," van den Bergh explained. "They demand transparent safeguards, expect responsible gaming tools to be prominently featured, and seek entertainment value that extends beyond the gaming floor. Casinos that create Instagram-worthy moments and community-based experiences will capture this crucial demographic."
Industry Leadership and Operational Innovation
The forum opened with welcoming remarks from ECA Chair Erwin van Lambaart, followed by host Paul Willcock, President & Chief Operating Officer of Genting UK, who provided a transparent assessment of Genting's global operations across Malaysia, the United States, and the United Kingdom. Willcock detailed the company's ambitious plans to expand slot capacity, develop innovative content through its proprietary BOOM initiative, and advance significant projects in London and Cairo.
"The success of our industry relies on balancing innovation with responsible growth," Willcock noted. "This requires investment in products and experiences and the cultivation of a supportive regulatory framework that enables sustainable development."
Digital Transformation and Omnichannel Reality
Laurent Lassiaz, CEO of Groupe JOA and ECA Board Member, moderated an illuminating panel on online gaming featuring Georg Wawer (win2day Austria), Nicolas Fleiderman (Holland Casino Online), and Daniel Ledesma (Casino Gran Madrid). The discussion candidly addressed the operational challenges of establishing successful digital verticals while maintaining land-based excellence.
Panellists shared unfiltered experiences of navigating strict compliance requirements, high implementation costs, and persistent competition from unregulated offshore operators. The discussion challenged the idealised concept of omnichannel integration, with speakers acknowledging the significant practical hurdles that remain despite technological advances.
"The regulatory disparities across European jurisdictions create an uneven competitive landscape," remarked Lassiaz. "While omnichannel remains our north star, the journey toward truly unified customer experiences requires both technological innovation and regulatory harmonisation."
Innovation at the Edges
Dr. Brett Abarbanel, Executive Director of the UNLV International Gaming Institute, challenged attendees to examine the "Edge Effect" where gambling intersects with gaming, artificial intelligence, and digital media. Her forward-looking presentation identified specific growth opportunities emerging at these convergence points.
"The most promising innovations develop at the boundaries between established categories," Dr. Abarbanel observed. "European operators who understand where gambling meets adjacent entertainment forms will discover new revenue streams and customer segments while maintaining regulatory compliance."
Regulatory Developments and Cross-Border Enforcement
Legal expert Philippe Vlaemminck delivered a critical analysis of Malta's Bill 55 and its implications for cross-border enforcement, warning that the legislation faces likely conflict with established EU law. His presentation offered a timely examination of the legal frameworks shaping the European gaming market and the potential for enhanced enforcement against unlicensed operators.
"The European Commission's position on Malta's approach will have far-reaching consequences for our industry," Vlaemminck stated. "Operators must prepare for a shifting regulatory landscape that will likely strengthen the position of licensed, compliant businesses in each jurisdiction."
Public Health Considerations and Social Licence
Professor David Forrest from the University of Liverpool addressed the growing influence of public health activism on gambling policy. His evidence-based presentation advocated for targeted safeguards rather than population-wide restrictions, arguing that sophisticated player protection measures can effectively balance customer freedom with harm prevention.
"Our industry's social licence depends on demonstrating that we can identify and protect vulnerable players without unnecessarily restricting the recreational enjoyment of the majority," Professor Forrest emphasised. "The technology now exists to make this precision approach feasible, but we must implement it consistently and transparently."
Security Challenges in the Modern Casino
Security expert Kris van Limbergen delivered practical insights on evolving threat patterns, noting that while traditional armed robberies have declined across Europe, verbal and physical aggression toward staff and other patrons has increased. His presentation emphasised the critical importance of comprehensive staff training programmes.
"Your security team's ability to de-escalate situations before they escalate is your most valuable asset," van Limbergen advised. "Technical systems support this human capability, but cannot replace it. Investment in regular training scenarios pays dividends in both safety and customer experience."
Supplier Perspectives and Future Product Development
A compelling supplier panel featuring industry giants NOVOMATIC (Phil Burke), IGT (Petko Ivanov), Light & Wonder (Wayne Ellard), and Aristocrat (Andrew Sackey) provided attendees with valuable insights into product development pipelines and future gaming floor innovations. Moderated by G3 Magazine Editor Lewis Pek, the panel explored how suppliers are responding to changing consumer preferences and regulatory requirements.
The forum concluded with a forward-looking CEO panel featuring Erwin van Lambaart (Casinos Austria), Tiina Siltanen (Veikkaus), Laurent Lassiaz (Groupe JOA), Petra de Ruiter (Holland Casino), and Simon Thomas (Hippodrome Casino Ltd), who collectively emphasised the importance of innovation balanced with responsibility.
ICE 2026 Barcelona Preview
Attendees received an exclusive preview of plans for ICE 2026 Barcelona from Clarion Events, offering a glimpse into what promises to be a landmark exhibition at its new Mediterranean venue. The presentation highlighted expanded floor space, enhanced networking areas, and innovative exhibition formats designed to showcase the industry's latest developments.
