ECA Security and Safety Workshop 2026

The casino industry operates in a unique environment where large volumes of cash, high guest footfall and round-the-clock operations create complex security, safety and surveillance challenges. While European casinos face widely differing national regulations, policing structures and cultural contexts, many of the underlying risks are strikingly similar. It is this combination of shared challenges and diverse national experiences that gives the ECA Security and Safety Workshop its particular value. Each year, the workshop brings together security, surveillance and risk management professionals from ECA member casinos across Europe. Speakers are selected for their frontline expertise and share real-world case studies — including the operational details that rarely make it into published guidelines. In a trusted, members-only setting, participants speak openly about the incidents they have dealt with, the protocols that worked, and the lessons they had to learn the hard way. ECA partner companies — leading suppliers to the land-based casino industry — join the workshop to present their latest hardware and software solutions, from advanced video management and AI-assisted surveillance analytics to game protection technology, always discussed in the context of real operational needs. Above all, the workshop provides what no report or trade fair can replicate: direct, practitioner-to-practitioner exchange across national borders — building the peer networks and practical knowledge that help keep guests, staff and assets safe.

This workshop is exclusively for representatives of ECA member casinos.
If you're employed by an ECA member casino and wish to receive registration details, please email This email address is being protected from spambots. You need JavaScript enabled to view it. with the workshop title in the subject line, using your work email address.

The Security and Safety Workshop takes place under strict confidentiality. We want everyone to feel comfortable speaking openly, so please treat anything shared during the meeting — including comments, documents and discussions — as for participants only. This means you should not share, quote, record, photograph, or circulate any content outside the group, whether publicly or privately, and you should not attribute remarks to any individual or organisation. If you would like to share any material or takeaways, please ask permission in advance or clarify this openly with the session presenter during the session. Josie Preston Mica

Josie Preston Mica, Founder and Managing Director, Ophion Risk

Topic: Open-Source Intelligence to the Gaming Floor: How OSINT and Risk Management Transform Casino Surveillance, Security, and Safety

Speaker Bio: Josie Preston MICA is Founder and Managing Director of Ophion Risk, a boutique Anti-Money Laundering and Financial Crime consultancy specialising in the gambling industry. With over 23 years’ experience spanning non-remote casinos, betting, and iGaming, she has held senior AML leadership roles (Nominated Officer, Group MLRO, Head of Financial Crime) at major operators including Rank Group PLC/Grosvenor Casinos, Caesars Entertainment EMEA, and the Ritz Club Casino. A British Army veteran, Josie served five years as a Military Intelligence Operative (OPMI) in the Intelligence Corps, specialising in OSINT, SOCMINT, and strategic investigation. She recently founded the Gambling AML & FinCrime Alliance, an open community fighting criminal exploitation across the global gambling industries.

Teaser: This online presentation demonstrates how Open-Source Intelligence (OSINT) revolutionises casino security operations through practical, budget-friendly tools and inter-departmental collaboration. Part One covers regulatory compliance (GDPR, MLR2017), customer risk profiling, identity datapoint exploitation, vehicle and Wi-Fi monitoring, and counter-surveillance techniques—all requiring no coding experience. Attendees learn to identify organised crime indicators, analyse proximity threats, and assess CCTV vulnerabilities through social media intelligence. Part Two features a live simulation investigating the real-life ‘Hellbanianz’ organised crime group using demonstrated OSINT strategies, showing how gaming floor security and surveillance teams can detect suspicious activity in practice. Please note: The presentation is pre-recorded, with Josie joining live for the Q&A session.

Andrew Cammegh

Andrew Cammegh, Sales Director and Director, Cammegh Ltd

Topic: The AI Arms Race at the Roulette Wheel: How Precision Engineering and Patented Technology Are Keeping Advantage Play at Bay

Speaker Bio: Andrew Cammegh is Sales Director and Director of Cammegh Ltd, the British family business he runs alongside his brother Richard. With a career dedicated to the company founded by his father Bill in 1989, Andrew has played a central role in establishing Cammegh as the world’s leading manufacturer of precision-engineered roulette wheels and display systems. He oversees all commercial activities, managing relationships with prestigious casino clients from Monte-Carlo and Macau to Las Vegas and Australia. Andrew is a familiar face at major industry events including ICE and G2E, where he regularly showcases Cammegh’s latest innovations in intelligent wheel technology. His contributions to the European casino industry were recognised in 2024 when he received the Lifetime Achievement Award from the European Casino Association. Under his commercial leadership, Cammegh continues to combine British craftsmanship with cutting-edge technology, delivering bespoke solutions to the world’s most discerning gaming operators.

Teaser: Roulette’s defining feature — a ball and rotor in full view — is also its greatest vulnerability. As AI-powered prediction tools grow more accurate and accessible, advantage players are exploiting live tables, electronic gaming terminals, and online streams with unprecedented sophistication. In this session, Andrew Cammegh, Sales Director of Cammegh Ltd — the world’s leading roulette wheel manufacturer for over 37 years — reveals how the company’s patented Random Rotor Speed (RRS) technology, real-time wheel integrity monitoring, and integrated surveillance tools are reshaping the frontline defence of the roulette game. Drawing on real-world incidents, including a case involving over 200 fraudulent online accounts operating undetected for two years, Andrew will demonstrate why physical game protection technology has become as indispensable to modern roulette as the continuous shuffler is to blackjack — and what operators should be asking of their equipment suppliers to stay ahead of the threat.

He holds multiple professional qualifications from the International Compliance Association, including the ICA Diploma in Money Laundering and specialist certifications in anti-money laundering risk within the betting and gaming sector.

Teaser: Armed robbery remains one of the most severe threats facing casino operations—a high-stakes scenario where split-second decisions can determine outcomes for staff safety, asset protection, and successful prosecution. In this session, Craig Murray draws on more than four decades of frontline experience and his own direct involvement in cases that led to criminal convictions to deliver a comprehensive masterclass on managing this critical risk. From pre-incident indicators and deterrence strategies through crisis response protocols to post-event evidence preservation and law enforcement collaboration, attendees will gain actionable insights across the full incident lifecycle. Whether refining existing procedures or stress-testing your current preparedness, this session offers the rare opportunity to learn from a practitioner whose investigative work has been formally commended by the Metropolitan Police. In this session, Stylianos Kazakeos shares how intelligence-led protection serves as a strategic enabler of business continuity in politically sensitive settings. Drawing on his leadership experience at Cyprus Casinos and City of Dreams Mediterranean, he will outline how structured threat assessment, real-time intelligence integration and institutional coordination with authorities translate into operational resilience during high-profile events.

Speaker Bio: Jon Duffy is Senior Vice President of Corporate Assurance & Regulatory Affairs at Genting Casinos UK, where he oversees the Compliance, Security, Surveillance, Anti-Money Laundering and Safer Gambling departments across the company’s portfolio of more than 30 land-based casinos. With nearly two decades at Genting, he has progressed through increasingly senior roles spanning both retail and online operations, including positions with Genting Alderney, Genting Malta and Authentic Gaming. Jon holds graduate diplomas in Anti-Money Laundering and Financial Crime Prevention from the University of Manchester, awarded with merit, as well as an Executive Masters in Management from Ashridge Business School. He serves on the Audit Committee for Genting UK and is Chair of the EMEA Engagement and Steering Committee of the International Association of Gaming Advisors (IAGA), the premier global forum for gaming industry leaders, regulators and professional advisors. Jon also sits on the International Compliance Association’s Global Practitioner Advisory Board. His leadership in compliance and responsible gambling has been recognised with multiple awards at the Global Regulatory Awards, including Chief Compliance Officer of the Year.

Teaser: The boundary between skilled advantage play and prosecutable cheating is one of the most contested grey zones in casino operations—and getting it wrong carries significant consequences in either direction. Misidentify a legitimate advantage player as a cheat, and you risk reputational damage, legal exposure and regulatory scrutiny; fail to detect genuine cheating disguised as skilled play, and losses mount while offenders walk free. In this session, Jon Duffy brings nearly two decades of compliance and security leadership at one of the UK’s largest casino operators to dissect where the legal and operational lines truly fall. Drawing on real-world case studies, evolving regulatory expectations and cross-jurisdictional perspectives from his role chairing IAGA’s EMEA Engagement Committee, Jon will equip attendees with the frameworks to make confident, defensible decisions on the floor. From identifying behavioural indicators to building evidence packages that withstand legal challenge, this session delivers the clarity that surveillance and security professionals need when the stakes—and the ambiguity—are at their highest.

Stijn Walravens

Stijn Walravens,
Surveillance Manager, Grand Casino Brussels VIAGE

Topic: Targeting Your Guests: Combating Organised Pickpocket Networks In and Around the Casino

Speaker Bio: Stijn Walravens is Surveillance Manager at Grand Casino Brussels VIAGE, Belgium’s largest casino and part of Casinos Austria International. Located in the heart of Brussels—just steps from the Grand-Place—the casino welcomes thousands of visitors daily to its 39 gaming tables, 332 slot machines and WPT-branded poker room. In his role, Stijn is responsible for all surveillance operations across this seven-floor entertainment complex, coordinating camera coverage, incident detection and evidence management for a venue that operates from morning until the early hours. Working in a city where pickpocketing incidents average eleven per day in the central pentagon area alone, he has developed deep expertise in identifying, tracking and disrupting organised theft networks that target casino guests both inside the venue and in its immediate surroundings. Stijn works closely with local law enforcement, including the specialist police unit known as the “Trekkers,” to support arrests and prosecutions. His frontline experience makes him a valuable voice on protecting guests in high-footfall urban casino environments.

Teaser: Casinos are magnets for cash, crowds and—inevitably—criminals who prey on distracted guests. In Brussels, where pickpocketing and street theft rank among the highest in Europe, Grand Casino Brussels VIAGE sits at the epicentre: a seven-floor entertainment complex steps from the Grand-Place in a city recording an average of eleven theft incidents per day in its central district alone. In this session, Stijn Walravens draws on frontline experience from Belgium’s largest casino to explain why gaming venues and their surroundings are such attractive targets—from the crowds and distractions on the gaming floor to cash handling, intoxicated patrons and busy transport areas nearby. Using real surveillance footage, he will demonstrate just how quickly and discreetly thefts occur, before breaking down the common behavioural patterns of organised pickpocket teams: working in pairs, using distractions and blending seamlessly with legitimate guests. Attendees will learn to recognise the key warning signs—unusual loitering, coordinated movement, repeated close contact with patrons—and understand the broader impact on guest experience, reputation and the bottom line. Practical, visual and directly applicable to any high-footfall casino environment

At Dallmeier, he leads initiatives in next-generation casino video technology, including AI-assisted operations and intelligent camera features designed to improve both compliance and operational decision-making.

Teaser: Today’s video management systems offer far more than traditional camera-to-monitor switching. From seamless integration with casino management systems, point-of-sale, access control, and dealing shoes, to AI-powered table game automation that tracks cards and chips in real time, the modern VMS has evolved into a comprehensive “casino operating system.” But where should AI intelligence reside? On the edge, within the camera itself using neural networks for instant object detection and people counting? On-premise, enabling real-time intervention and compliance without data leaving the property? Or in the cloud, for scalable analytics and cross-property intelligence? In this session, Erasmus Smit explores how casinos can leverage advanced VMS capabilities—including intelligent video analytics, third-party system integration, and AI-assisted decision-making—to enhance surveillance efficiency, improve operational profitability, and future-proof their security infrastructure.

Combining RFID-enabled casino currency with advanced hardware and software systems, Angel’s technology provides real-time player results tracking, complete game integrity monitoring, and detailed operational data essential for regulatory reporting. Dennis Spann

Dennis Spann, Fraud Specialist at Holland Casino

Topic: Connecting the Dots: How Data-Driven Investigation Uncovered a Long-Running Casino Fraud

Speaker Bio: Dennis Spann has been with Holland Casino since 1999, when he joined as a croupier at the Amsterdam property. Over the following two decades he held a range of operational leadership roles across multiple locations — including pit boss, floor manager and duty manager — building an in-depth understanding of day-to-day casino operations. He later transitioned into the Compliance domain, where he now serves as Fraud Specialist within Holland Casino’s Integrated Security team. His work centres on identifying and mitigating fraud risks by unlocking, interpreting and leveraging operational data, as well as strengthening legal follow-up and case-handling processes. His unique combination of frontline experience and analytical capability gives him a distinctive perspective on how data-driven investigation can complement traditional security measures.

Teaser: Employee–guest collusion is among the most difficult fraud schemes to detect — carefully concealed, built on trust between insiders and outsiders, and often running far longer than anyone suspects. In this session, the presenters walk through a real investigation in which a routine suspicion evolved into the exposure of a large-scale, long-running fraud. By combining open-source intelligence (OSINT), structured data analysis and targeted review of surveillance footage, the investigative team was able to piece together a timeline that no single source could have revealed alone. Attendees will see how each layer of evidence — digital traces, transactional data and camera imagery — reinforced the others to build an indisputable factual picture. The session also addresses the legal and procedural complexities that followed: navigating privacy legislation, ensuring evidence admissibility and pursuing maximum financial recovery. A compelling case study for anyone looking to strengthen their investigative toolkit beyond traditional surveillance.

Jack Tighe

Jack Tighe, Assistant Security & Surveillance Manager, The Hippodrome Casino

Topic: One Team: How the Hippodrome approaches Security and Surveillance

Speaker Bio: Jack Tighe is the Assistant Security and Surveillance Manager at The Hippodrome Casino, London. He started in the gaming industry as a croupier at The Barracuda Casino in London in 2013 and after moving to the Hippodrome in 2015, he realised that he’d rather catch cheats than deal to them and has stayed in Surveillance ever since, working his way up from trainee to management.

Teaser: In the UK’s busiest casino, effectively managing Security and Surveillance can be a uniquely complex challenge. From rising knife crime, to follow out robberies to violence against women, keeping a venue safe in the modern West End of London needs Surveillance to look beyond the tables and for Security to look beyond the doors. In this talk, we will look at how treating Security and Surveillance as one team is the best way to protect your guests, staff and assets.

Teaser: Imagine a casino environment where every camera, every data point, and every security insight works in complete harmony—not siloed, not reactive, but fully unified. Today’s casinos face fragmented surveillance systems that miss key events, overload staff, and leave valuable intelligence untapped, resulting in regulatory exposure, lost revenue, and compromised guest experiences. The Aicuda Technology Vision AI Platform transforms video monitoring through advanced AI, seamlessly integrating with any IP camera and major VMS solutions. This session introduces next-generation AI-powered video intelligence with cutting-edge forensic video search, real-time alerting, and custom-built analytics. Canton Ticino — Switzerland’s Mediterranean Gateway

Canton Ticino is located in the southern part of Switzerland and is the country’s only predominantly Italian-speaking canton. Bordering Italy, its unique geographical position makes it a gateway between Northern and Southern Europe. The canton has an estimated population of approximately 358,900 (as at end of 2024), spread across eight districts. The largest cities are Lugano (approx. 63,600 inhabitants), the cantonal capital Bellinzona (approx. 45,300), Locarno (approx. 16,400) and Mendrisio (approx. 15,100).

Tourism and hospitality play a central role in the canton’s economy. In 2024, hotel facilities in Ticino recorded approximately 1.35 million overnight stays in the hotel sector alone. When all forms of tourist accommodation are included, the canton registered over 8 million total overnight stays, remaining well above pre-pandemic levels. Nature, lakes, gastronomy and the Mediterranean climate are the main attractions, with the majority of visitors coming from elsewhere in Switzerland (around 62%), followed by Germany and Italy. Tourism from abroad has been on a growth trajectory, and business tourism through the Ticino Convention Bureau accounted for approximately 18.5% of overnight stays in 2024.

The canton is also home to three casinos:

  • Casino Lugano the host casino of our ECA Security and Safety Workshop 2026 — Located in the heart of Lugano, this is a historically significant venue that hosted the very first Eurovision Song Contest in 1956. It offers over 400 slot machines and 18 table games.
  • Casino Locarno — Situated just steps from Lake Maggiore and the famous Piazza Grande, it features 160 slot machines, roulette tables, blackjack and poker.
  • Casino Admiral Mendrisio — The largest gaming venue in the canton, located at the Mendrisio motorway exit near the Italian border inside the FoxTown outlet centre. It offers 374 slot machines, numerous table games including roulette, blackjack and poker, as well as 1,200 free parking spaces.

Additionally, the Casinò di Campione is located in Campione d’Italia, an Italian exclave on the shores of Lake Lugano within the canton’s territory. Although technically on Italian soil, it is geographically surrounded by Ticino and is considered one of Europe’s largest casinos by square meters. It reopened in January 2022 following a period of closure due to operational issues.
